The following files are available for download from the Microsoft Download Center:Note If you have a 32-bit version of Office 2013 Language Pack installed on a 64-bit version of Windows, you should install the Office 2013 Language Pack SP1 32-bit package.
Language packs add additional display, help, and proofing tools to Microsoft 365. You can install additional language accessory packs after installing Microsoft 365. If a language accessory pack is described as having partial localization, some parts of Microsoft 365 may still display in the language of your copy of Microsoft 365.

If you're an administrator who has deployed a volume licensed version of Office 2016 to your users, you can download an ISO image of the language packs, language interface packs, and proofing tools from the Volume Licensing Service Center (VLSC).
If the language accessory pack includes proofing tools for that language, its status appears as Proofing installed. If the status is Proofing available, click the link to install the proofing tools.
This article describes methods of deploying and managing language packs for versions of Office 2016 that use the Windows Installer (MSI) installation technology, which are available for enterprises through volume licensing. If you have an Office subscription and you're deploying Microsoft 365 Apps, which uses the Click-to-Run installation technology, see Overview of deploying languages for Microsoft 365 Apps.
Office 2016 is available in many languages. In an international setting, you can deploy multiple language versions of Office 2016 in a single installation process. Setup combines a language-neutral core product with one or more language-specific packages to create a complete product.
On the source media, language-specific packages are organized into separate folders. Each folder name has a language tag appended to it, in the form ll-cc. That tag identifies the language and culture. For example, U.S. English language folders are identified by the folder name extension en-us. The language tags help you determine the folders that you have to copy to the network installation point.
Office 2013 was released to manufacturing on October 11, 2012.[12] It was made available to TechNet and MSDN subscribers on October 24, 2012.[22] On November 15, 2012, 60-days trial versions of Microsoft Office 2013 Professional Plus, Project Professional 2013 and Visio Professional 2013 were made available to the public over the Internet.[4][23] Microsoft has released Office 2013 for general availability on January 29, 2013.[1] Microsoft released the service pack 1 update on February 25, 2014.[24]
Windows RT devices on launch were shipped with a "preview" version of Office Home & Student 2013 RT. The release date for the final version varied depending on the user's language, and was distributed through Windows Update when released.[62] On June 5, 2013, Microsoft announced that Windows RT 8.1 would add Outlook to the suite in response to public demand.[63]
Office RT modifies or excludes other various features for compatibility reasons or resource reduction. To save disk space; templates, clip art, and language packs are downloaded online rather than stored locally. Other excluded features include the removal of support for third-party code such as macros/VBA/ActiveX controls, the removal of support for older media formats and narration in PowerPoint, editing of equations generated with the legacy Equation Editor, data models in Excel (PivotCharts, PivotTables, and QueryTables are unaffected), searching embedded media files in OneNote, along with data loss prevention, Group Policy support, and creating e-mails with information rights management in Outlook.[63][64]
From the list of Office language interface packs. I have successfully installed the Gaelic version, changed the Office interface settings and get Excel sheets called "Bileog". But there is no English language interface pack in the list! This blog post is related: Is there an English Office Language Interface Pack? But it mentions an English Language Pack and I couldn't find any. Since the blog post was from 2011 there might be an update on this issue.
There is a difference between an Office language interface pack and an Office language pack. Office language packs that supported versions before and including Office 2013 are not free. Office interface language packs for office 2003 to Office 2013 were free. Microsoft stop selling Office 2003 and Office 2007 language packs in July 2011
Language interface packs (LIPs) change the language for the ribbon and commands for some Office applications, and include a spell checker for their language. LIPs are available only for the languages listed in the Links to free LIP downloads section.
Microsoft no longer offers Office 2003 or 2007 Language packs for retail purchase as of July 2011. Please note Office 2010 language packs will not work with other versions of Office (XP,2003, 2007 etc.)
I should point out that Microsoft no longer sells Office 2010 language packs either. The information I quoted is reference to Office 2003 and Office 2007. This means the only language packs sold by Microsoft are for Office 2013.
The following chart applies to Office 2007 but it explains which languages are language interface packs and which languages are languages packs. I have no reason to believe the information changed between Office 2007 and Office 2010.
On some computers, Microsoft Office may still display in the English language instead of the language that is selected for Windows. In such a scenario, the user must download the language pack for Microsoft Office and choose the language of their preference.
